Under some circumstances (e.g. if the user is in the $wgUsersNotifiedOnAllChanges list), a user will be emailed notifications of page creations. There should be an option (config setting?) to send the user the whole text of the page with this notification. (He already usually gets the opening snippet in the edit summary.) This will save needing to click on the link to see it. See also bug 38642 (applicable to page deletions). I'm starting to think that UserMailer.php needs more hooks to enable these kinds of customizations by extensions.
