Sometimes a user will not feel comfortable either accepting or rejecting a particular revision to a watched page, perhaps because he lacks knowledge about the particular subject involved in that revision. But he might want to keep the page on his watchlist, e.g. so he can revert any outright vandalism to it. Therefore, users should have the option, in addition to "accept revision" and "reject changes", to "ignore revision" so that it won't show up on the watchlist as a pending change and so that it won't notify him, "There are currently pending changes to reviewed pages on your watchlist. Your attention is needed!" When users can't ignore particular revisions, then they are more likely to either ignore the flaggedrevs-watched-pending message or unwatch pages that attract revisions they do not feel qualified to review.
