Some Wikibase instances (e.g. Wikidata) may have a different license covering data namespaces vs. wikitext. The copyright message used in EntityView (for the popup message) and in special pages inserts $wgRightsUrl and $wgRightsText, which then assumes a single license covering the entire wiki. For Wikidata, $wgRightsUrl and $wgRightsText are used to cover the non-data namespaces (CC-BY-SA 3.0) so we can't just insert those into the data "copyright" messages. Instead, we should have additional settings for specifying license (url + text) for data and use those. Those settings can default to $wgRightsUrl and $wgRightsText or be customised depending on the wiki's requirements.
