Both completely empty ones and categories with no files or sub-categories, but that are categorized themselves. Two separate lists would be great but it's not at all necessary. Can you look at http://en.wikipedia.org/wiki/Wikipedia:Database_reports/Empty_categories and http://en.wikipedia.org/wiki/Wikipedia:Database_reports/Self-categorized_categories ? Are these pretty much what you want?
