Since we have already a CSS config page [1] and it would be most simple to create an additional one, we should split the CSS config in a general and transparent (with comments included pointing to the other CSS pages) way. The config files are summarized in User:DrTrigon/DrTrigonBot, look at e.g. dewiki, and 'postproc' is needed the other is optional. subster_irc.py does not automatically reload the config page yet, if changed.
