When using ?setlang instead of ?uselang, some links and MediaWiki messages remain untranslated. As an example, https://meta.wikimedia.org/wiki/Main_Page?setlang=vi contains untranslated mediawiki messages in the sidebar: "navigation", "community", "beyond the web", "print/export", "What links here", "Related changes", "Special pages", and "Cite this page". Compare this url which has all links/messages translated: https://meta.wikimedia.org/wiki/Main_Page?uselang=vi This happens on all Wikimedia wikis, to varying degrees.
