While all other instances have 10 GByte at / (apparently default for all new instances), tools-dev has only 4 GByte.  The instance should be re-setup with more space.

This will require downtime.  To minimize user disruption after re-setup, ssh host keys (/etc/ssh/ssh_host_*) should be backed up and re-used if that doesn't surprise Labs/Puppet/what-not.

Alternative is setting up tools-dev2, but getting users to move over is probably much more disrupting than, say, a one or two hour downtime.

With tools-dev.eqiad.wmflabs available, no need to fix pmtpa instances.
