It's not clear how the "Tag the edit for further review" option for AbuseFilter rules would work for Flow. Maybe it would add something to the Special:RecentChanges entry for FLow. This is mentioned in https://www.mediawiki.org/wiki/Flow/Administration_notes
The WMF core features team tracks this bug on Mingle card https://wikimedia.mingle.thoughtworks.com/projects/flow/cards/701, but people from the community are welcome to contribute here and in Gerrit.
FWIW, I took a very quick look at that code in AbuseFilter yesterday - this is pretty much what it does for article edits. AFAICT, when running a filter is matched and it needs to tag, something is added to array AbuseFilter::$tagsToSet, which is then read from a hook triggered when saving recentchanges for an article edit (RecentChange_save)
We may be able to get this tag indication into the presentation of Flow changes in RecentChanges, Watchlist, Special:Log and history.
See here for an example of where AF tags appear: https://en.wikipedia.org/w/index.php?title=User:Quiddity_%28WMF%29/sandbox&action=history https://en.wikipedia.org/w/index.php?title=Special:Contributions/Quiddity_%28WMF%29&dir=prev&offset=20140107194435&limit=2&target=Quiddity+%28WMF%29 "(Tag: VisualEditor)" documentation at: https://en.wikipedia.org/wiki/Wikipedia:Tags (and more linked in the navbox at the top)
