This is inconsistent with other sites where notification are shown in real-time, or at least while the user is on the page rather than leaving or explicitly reloading the page.

Every time you open the flyout, it pulls the latest notifications, so you should see notifications then.

But I assume you're talking about the # in the icon incrementing and turning red in real-time, which is what I17cc2da0b8de584655b0eea5c5a49553c7199920 was trying to do.

User don't tend to interact with "notification" elements on screen if there is no reason to do so? if there is no indication of a notification they are unlikely to discover that there are new notifications to begin with.
