{{PAGENAME}} is shown after any file comments if a category is selected when uploading a new file.  {{PAGENAME}} is NOT shown if the file is uploaded without a category and the category is later assigned.

This is normal behaviour of comment parsing, which will accept the {{PAGENAME}} as link text. Try it out in a normal edit summary. Looks strange, but okay.
