Parsoid installation on vagrant is currently broken as there are no more js files in the old repository (only the PHP extension remains there). Development of all JS code has moved to services/parsoid, and deployment with node_modules is now in services/parsoid/deploy. See https://www.mediawiki.org/wiki/Parsoid/Packaging for background.
