Feature request: currently on Wikidata, which is a multilingual website, there have been a lot of language categories created with type "Category:User xx" and with the header "Users in this category indicate they have knowledge of language <language>" which is populated from MediaWiki:Babel-autocreate-text-levels. I have had to replace many of these headers with a separate template called Template:Babelcat for the purposes of localization, but it was extremely tedious to do by hand and I've never finished since.

My proposal is to make the category header "Users in this category indicate they have knowledge of language <language>" localizable. To do this, I propose making the script User:Babel AutoCreate run through already existing Babel categories again to update them with localizable messages through MediaWiki:Babel-autocreate-text-levels. Or have it run when the text in MediaWiki:Babel-autocreate-text-levels is replaced with Template:Babelcat.
