[Split from bug 47759 to cover block level items.]

Bug 47759 covers a language inspector to handle <span lang='xx' dir='yyy'>s, but for <div lang='xx' dir='yyy'> blocks and similar (like annotations on <ul>s or <li>s) we'll need a totally different editing concept.
