Sometimes when working on PC with unstabile connection or when is wiki slower than usually I got unexpected problems with editing

Content of page is loaded, but maybe some scripts are still loading (sometimes forever), because there are not some edit tool and user scripts yet. 

1) (both chrome and Opera)
I start edit (source) somewhere on the bottom of page. After moment loading is finished and cursor moves to the top of edit window, so part of text which should be on the bottom is now on the top.

2) (chrome, in Opera I have usually better connection)
When these scripts are not loaded, does not work ctrl+v in the edit window

I don't think there is anything that can be done in MediaWiki if your connection is flaky. 
Could you elaborate what your intention or expection was when filing this bug report?

In my opinion the cursor should'nt move after start of edit.

I don't think this is fixable. Edit tool and user scripts need the item to already exist on the website to "hook into".
