This should be fully alphabetized, in my opinion. While people with intimate knowledge of Wikimedia's structure can likely discern and explain the current order, it seems like a lot more overhead than any value provided. A simple alphabetical index is easier to maintain (including insertion), it's more consistent with the other lists of databases (as far as I know), etc.

Why? It's a list of 300 dbnames; no-one sane is going to read it, just grep through it.

The current structure is sorted {public/private,project,alphabetical}. This is to prevent accidental mis-configuration. Eventually VE will be on for all wikis, but then we'll just delete this dblist.

If dblists supported comments it'd probably be easier to see, I agree, but that is not this bug.
