Searching for a stopword yields nothing.  Example:

https://en.wiktionary.org/w/index.php?search=to&title=Special%3ASearch&fulltext=1&srbackend=CirrusSearch

I'm going make sure that the forthcoming fix for Bug 54937 solves this as well.  They are related in cause but not in effect.  This one has a much worse impact.
