Special:NewPages should allow namespace selection via path like bunch of other special pages with namespace selector:

Special:NewPages/ = main namespace
Special:NewPages/Talk [or] Special:NewPages/Talk: = talk namespace
(etc...)
Special:NewPages = all namespaces [or] main namespace by default

Works with [[Special:NewPages/namespace=Talk]], but looks not like a good path argument (was used in context of including of the special page)
