If you're logged out in Beta mode, the Main Page just has an empty page actions area. Either the page actions area should be hidden completely, or some page actions should be shown.

Are the page actions all hidden on purpose?

Mm.. looks like something went wrong in the fix to bug 60066 (same as this)...
