If $wgVisualEditorParsoidURL is set in LocalSettings.php, Flow assumes that Parsoid is running. It would be nice to have a separate config setting in Flow for enabling/disabling Parsoid support for cases when you're developing on a local instance or simply don't want Flow to use Parsoid even though you have VE enabled.
