Configure $wgMFAnonymousEditing = true, and visit your mobile Main Page.

The pencil icon will have a lock on it.  That makes sense, I was mumbling about the need for something similar in bug 60566.

However, click the locked pencil and it is replaced with a regular pencil.  Why?

Actually the main page doesn't show an edit icon at all in the latest master when logged out... Also $wgMFAnonymousEditing is highly experimental so wouldn't be surprised if it previously had issues.
