Using the "action menu" permalink, eg
http://ee-flow.wmflabs.org/w/index.php?title=Sandbox&topic[postId]=050db93d4cc7f00fc8b1fa163e68c4ac&workflow=050db93d4cbff00fc8b1fa163e68c4ac
will not scroll to the post, or highlight the post (green bar).

If I use the link in the topic-history, eg
http://ee-flow.wmflabs.org/w/index.php?title=Sandbox&workflow=050db93d4cbff00fc8b1fa163e68c4ac#flow-post-050db93d4cc7f00fc8b1fa163e68c4ac
Then it does work.
