Steps to reproduce:

1.Insert and image 
2.Go to Media Settings

Observed Result:

General Settings and Advanced Settings button tags are missing on Media Settings widget

Infact all the textbox name and heading of the advanced dialog Settings page is missing

All the labels and messages are appearing now in test2 and mediawiki
