Instead, a link to Special:MobileLanguages is shown as if there's no JS.

Works for me on latest master on Chrome... It is a link but clicking it opens the overlay. Is this specific to a certain browser?

Is this still broken? The screenshot you posted looks like a caching problem and it seems to work fine for me. Reopen if it is.
