The other Echo notifications (for existing editors) all use a default of "web on, email off".
documented at https://www.mediawiki.org/wiki/Echo/Feature_requirements#Defaults_by_User_Group

Flow should match this.

Not assigning to myself since someone else should make the decision on what the default should be. Once that's done, someone can either +2 the patch or abandon it.

Patch merged - assuming this bug is FIXED.
If that is not the case: Please reopen and elaborate what is left to do here to get this report fixed.
