Steps to Reproduce:
1. Open the gallery inserter tool.
2. Don't add any content.
3. Discover that no matter what you do from here, it's going to add a pair of gallery tags that is difficult to select (for removal) in VisualEditor and pointless on the page.

This was fixed a few weeks ago (though if you insert " " it will insert, but… there's no defeating a user intentionally breaking things).
