Welcome back site user page experiencing bugs. Bug still appeared after page refresh.

This is likely due to a general problem with interface messages after a deploy  (2014-02-06 19:31:38,864)

The toolbar is broken too.  It looks like the special page-related i18n messages were removed from English Wikipedia, even though it's still running the code with the special page.

wmf12 was deployed to all Wikipedias, so these messages were removed.  However, the deployment was reverted, so it's back to wmf11, but the localization cache still sees the messages as missing.  Matanya said it could take up to 24 hours to fix.

wmf12 is back on English Wikipedia, so the special page has been removed (per https://trello.com/c/VEu7rsw4/227-remove-special-gettingstarted-page), and the toolbar is working (without a link to the special page or broken i18n).
