We don't use tools-shadow in any meaningful way; it's apparently neither set up to automatically take over nor, from judging of the past experience, it's likely that we need some hot fail-over as most (all?) SGE snafus were not related to a failure in tools-master, but FS failures, a confused exec node, etc. Taking tools-shadow out of the game should reduce complexity.

It's not meaningful in pmtpa because it had to be put on the same node as -master because we were out of resources. I fully intend to have it active in eqiad (as well as better distribute the exec nodes).
