To reproduce:

Go to https://he.m.wikipedia.org/w/index.php?title=ASCII&article_action=edit#editor/0

Expected: To see a bar at the top with an X on the right, "Editing ASCII" in the middle, and an arrow on the left.
Observed: The bar is not visible.

Because of this bug it's impossible to save the edits.

This happened to me and to another Hebrew Wikipedia editor with Android 2.3.4.

This does work in the English Wikipedia, and with Android 4.

This also works in the Russian Wikipedia, but not in Arabic.

Given that it fails in Hebrew and Arabic, but works in English and Russian, I suspect that it may have something to do with RTL languages. Maybe some RTL-related JS fails somewhere, but I don't know how to debug it on mobile.
