On a Flow board, click the Small view mode in the trio of icons.

If you look closely, it's smudged and if you move over that smudge it darkens and clicking brings up the topic's action menu. That's because the [...] Topic action menu (.flow-tipsy.flow-actions) is still visible and active behind the "[7}" post counter (.flow-topic-posts-meta-minimal).
