Sometimes templates are used to flag an image needing replaced for whatever reason, for the lazy people going through these flagged images and reuploading then having to either blank or modify (depending on the presence of a license) the image description page separately to remove the template is often too much effort. 

It would be prudent to modify the reupload portion of the upload feature to replace the content of the image description page with the content contained in the "File changes" box. You can even have the current contents inside the box already and the uploader can change or modify it as needed then add a separate (and optional) edit summary box for adding any applicable reason for reupload.

P.S. Keep in mind that this request was made in mind for any wiki community, not just the WMF family of wikis.

Does this refer to the "classic" Special:Upload page or to UploadWizard or both?

Does UploadWizard even allow reuploading? I thought it just errors out on anything that shows a warning.

Ocassionally people seem to manage to do so. Im not sure how...

Definitely classic, this doesn't pertain to UploadWizard. Although the errors on reuploading for that is for another bug!
