So I uploaded a .webm file with an ampersand (&) in the name of the file and when i try to create captions for the file, the timed text editor chops off the URL at the ampersand. 

I imagine this will affect all .webm files with ampersands as the name of the file.

i found a workaround to use %26 instead of an ampersand in the url but its a crazy workaround
