Would we deprecate the current hooks 'SkinCopyrightFooter', 'EditPageCopyrightWarning', 'FlowTermsOfUse', and 'TorBlockBlockedMsg' before replacing them?  mediawiki.org doesn't list any extensions besides WikimediaMessages using the first two hooks.
