Imagine someone isn't reading all the steps very carefully

*User goes through steps like normal until release rights step
*User selects "This file is not my own work"
*User fills out source and author
*User sees the long list of links, assumes its additional unimportant info, and doesn't read
*User is confused why the next button doesn't work

Suggestion: If user clicks next button, but can't proceed because hasn't filled out the "Now tell us why you are sure you have the right to publish this work" section, that section should be highlighted, or it should otherwise be indicated that that is what the user is missing.
