Steps to reproduce:

1. go to https://www.mediawiki.org/wiki/Lightbox_demo (or the same on Beta - seems to be dead ATM)
2. click on some image to open lightbox, wait while it loads
3. close with Esc
4. click on a TOC link; URL fragment will "flash in" but instantly disappear
