Hi. I blocked an user on Meta [1] and this user could still change the state of a translation.[2] Users should not be allowed to change any log when blocked as that may be used for vandalism or any kind of improper editing. In fact, this user is making a mess with translations, reviewing what is incorrect and marking as ready what is not. The reason that there is no abuse on that is because vandals still are not aware of it. Locking would help, but that seems to be too much power.
