Hi. 

The import right can be quite dangerous and we would prefer to give it only temporarily when it's really needed.

By consequence, bureaucrats on frwiktionary (or any other wiki) should not be able to promote users to the "import" group.

There is no community discussion. This change has been made upon my request some years ago (see [[bug:23545]]). At this moment I was not aware that local bureaucrats should not manage this right locally. That's why now I'm asking to change this.

Bug 23545 is only about French Wikisource, not all Wikimedia projects. 

If you want to take away this right from bureaucrats on all wikis, please start a global discussion on Meta, and inform the communities through a MassMessage notification.

For the French Wikisource, I would still prefer seeing a local discussion.

That surely doesn't go where you wanted it to. And why needlessly redirect through the cluster just to end up back at this domain again?

In the future please use this format: "bug 23545". (no quotes, Bug can be capitalized or not depending on context where you're using it)

Do you mean the French Wiktionary ? As far as I know, it is the only wiki where bureaucrats have this right. It has been given by error, my error.

I can create a local note for people to know about this change. But a discussion will not change anything, I'm not acting as a local bureaucrat but as a steward here.

I meant French Wiktionary, sorry.

You wrote "bureaucrats on frwiktionary (or any other wiki)" — and given that bureaucrats on wikis other than the French Wiktionary have that ability, I assumed you wanted us to remove it from all of them (and there is certainly no consensus to do so).

I'm acting as a Bugzilla lurker here, and I'm telling you that you cannot impose your will on any wiki. Stewards are not the rulers of the universe; please remember that.

I suggest you try to get the community's approval for this change rather than just implement it straight away; it will serve both you and the community better.

While comment 0 was not particularly clear due to the "or any other wiki" part, I think comment 6 goes a bit too far.
It's very clear from bug 23545 that this permission was added by mistake (JeLuF commented "transwiki" but the diff says "importer"), while being a non-standard permission it should have a local consensus and process for assigning it. This was just a misunderstanding and is trivial to fix; even if we wanted to be super-careful, it would be hard to find a reason anyone would object as I can't find any importupload entry in [[wikt:fr:Special:Log/import]].
As for the general issue (if any), I'm confident that the simple but clear page [[m:Importer]] helps avoiding future misundersandings.

OK I was almost sure that projects could not assign this right locally. Apparently they can if it is frequently needed. Thanks Nemo for the clarification.

For frwiktionary we don't really need this (as you've seen, never used). But if it's a problem to fix this without a prior local discussion, just close it as not done, it's not going to hurt anyone.

@Nemo : I don't know how to reply on Gerrit so I'm answering you there. I think you mixed things up in your review comment, as there are two users in the *transwiki* group, not in the *importer* one. It's the importer which is going to be removed ;)
