Today i went to enwikinews edited a page and it told me to agree to release under the wrong license. This is not ok, and needs to be fixed urgently. Furthermore this isnt even the first time (bug 38261). Copyright are a core part of our projects, the notices need to be right.

This is actually a bit complicated to fix (especially for en.wiki which uses a special dual-licensing override on desktop). We also need to fix it in the uploading and talk page interface in alpha mode.
