Steps to reproduce:

1.Open a page with VE which contains an image
2.Select the image
3.Go to Insert>References List

Observed Result:
The Save page button becomes active though there is no new reflist got added.If you click on "Review Your Changes" on the Save Dialog box, it will say 
"Could not start the review because your revision matches the latest version of this page"
