Currently cirrus namespace weights default to 1 if the namespace is a subject namespace.  If the namespace isn't 0 it should default to 0.5 or something.  This will catch other subject namespaces that aren't specially overridden, pushing them below the main namespace.

I think we're ok here.  If we want to rexamine we'll reopen or make another bug.
