Numbers are automatically convert into Khmer Language on https://km.wikipedia.org/
so that it creates problem when we parse into templates or any other operations like mathematical.

This has nothing to do with bugzilla. It's about template coding. You have to use {{formatnum:__Khmer_numbers__|R}} to convert Kmer numbers to normal numbers. For example, use {{formatnum:{{#time:Y}}|R}} instead of {{#time:Y}}.
