I think https://en.wikipedia.org/wiki/Special:BetaFeatures should work. Probably easiest to put a redirect here.

MZ comments that this may not belong in Special:Preferences at all, but that strikes me as being a separate bug. We can create Special:BF as a first pass and populate it later.
