Not all of tin is puppetized; lots of local hacks.

We should rectify this.

First step: find all unpuppetized bits.

* The rsyncd config that I thought was missing is created by misc::deployment::scap_primary.
* The dsh install that mutante thought was missing is provided by misc::deployment

Well then. Unless you know of anything else, mutante, I guess this is WORKSFORME? :)
