They do not. The extra space is partitioned by default, on /dev/vda. You can either partition it (fdisk), or use the labs_lvm class in puppet to manage a volume group which you can then use as needed with labs_lvm::volume
nvm, I just figured it out, for some reason fdisk refused to create partition in that free space, but parted did
