First step (DONE):
Reenable Bugzilla account "wikidata-bugs wikimedia.de".
Due to our email regexes it has "editbugs" and "canconfirm" permissions.

Second step (TODO): 
Wikidata team to set up "Github Webhooks" in their Github setup, to post code change notifications from GitHub into Wikimedia Bugzilla by using the "wikidata-bugs at wikimedia.de" Bugzilla account.

Similar to the "gerritadmin at wikimedia.org" Bugzilla account which posts notifications from Wikimedia Gerrit by using https://gerrit-review.googlesource.com/#/admin/projects/plugins/its-bugzilla

As discussed today in meeting with the Wikidata folks.
