Steps to reproduce:

1.Open a page with VE
2.Go to Insert>Reference
3.Click on "Apply Changes" without inserting any content for the reference

Observed Result:
The empty reference gets added in the page and after saving it shows the error message:Cite error: Invalid <ref> tag; refs with no content must have a name; see the help page ().

Expected Result:

The "Apply Changes" button should remain disabled unless user enters any content for the reference
