Steps to reproduce:


1.Open a page with VE which has an image inside it.
2.Now open the Media Settings for the image
3.Type something for the Alternative Text
4.Select the text and click on the Link Inspector icon 

Observed Result:
The link inspector opens up in the Alternative text textbox as it appears in the screenshot.However, it does get placed inside the caption textbox

This commit addresses a different issue, but once it lands this bug will be impossible to trigger.
