The tarball for 1.19.13 is noticeably smaller than 1.19.12:

 36544   mediawiki-1.19.12.tar.gz
 35168   mediawiki-1.19.13.tar.gz

The reason is that two image files and the entire tests directory
is missing from the 1.19.13 tarball.

List of missing files/directories:

    skins/common/images/icons/fileicon-djvu.xcf
    skins/common/images/icons/fileicon-ogg.xcf
    tests

These files are included when checking out the 1.19.13 tag from
git, and were included in the tarball for previous releases.

If this change is intentional then please put it in the release
notes.

I have no idea if it was intentional, but it seems like a good idea.

xcf files are source artwork. Not needed when running mediawiki.
tests directory is unit tests, not needed for running mediawiki.

Same for 1.19.15. Assuming this is intended (smaller tarball) and closing as WONTFIX.
