Intention:
Updating from  1.22.2 to 1.22.4

Steps to Reproduce:
1.Starting with a working 1.22.2 install, downloaded 1.22.4
2. Merged new files
3. Ran update.php
4. In browser went to mw-config, selected language and got error

Actual Results:  
After selecting English the following traceback was generated

Thanks for taking the time to report this!

Trace in bug 56345 looks a bit similar.

Have you also brought this up on https://www.mediawiki.org/wiki/Project:Support_desk already?

No I had not started a discussion at the Support Desk, but have now.  By the way can you read the attachment?  It shows a size but when I went to it, all I got was a blank page.  The file I uploaded was html and maybe that was not the right format to use.

Well, I think this bug can be closed as a user issue.  This was one of my first upgrades and on review my process was not very good.  So I redid the build and now have a working basic installation.  I have not yet solved all my extension issues, but the base install is working.
