There is consensus to create the 'rollbacker', 'autopatrolled' and 'patroller' user groups on eswikiquote. Local administrators should be able to grant and revoke this permissions. Kind regards.
To quote bug 62891 comment 0: - Enabling rollbacker group, with "rollback" and "autopatrol" flags - Enabling autopatrolled group, with "autopatrol" flag - Enabling patroller group, with "patrol" flag - Sysop group has the ability of grant/revoke Rollbacker, Patroller, Autopatrolled, and Confirmed groups.
I want to point out that the 'rollbacker' user group should only have the rollback permission. Thanks in advance.
I'm going to submit a patch with the exact settings you asked for. This will mean that users will need to be both in the 'autopatrolled' and 'patroller' user groups to have their edits automatically marked as patrolled and mark other users' edits as patrolled. It would make more sense for patrollers to have their own edits autopatrolled, but… as you wish :-)

In fact, that is what was proposed, and also the same configuration that eswiki currently has. Sorry for not clarifying it before, I didn't notice at first.
