In the course of a stop-gap measure to keep EventLogging alive, around
bug 60550, and bug 60555, it seems
  https://gerrit.wikimedia.org/r/#/c/113267/
added unconditional logging of raw User-Agents.

As we said we do not want to have User-Agents stored in raw due to
privacy concerns, we need a proper fix that:
* handles bug 60550,
* handles bug 60555, and
* does not store raw User-Agents.
